The Bases Conversion and Development Authority (BCDA) serves as the primary infrastructure developer and investment driver of the Luzon Economic Corridor. With a lead authority role in New Clark City and the Clark Advance Manufacturing Park, BCDA accelerates infrastructure development and attracts investments that strengthen connectivity, logistics capacity, and economic growth across the corridor.

To further strengthen the corridor, BCDA is planning the potential development of a 45-mile fuel pipeline linking Subic Bay to Basa Airbase, Clark Airport, and New Clark City. This initiative will modernize fuel logistics, enhance energy security, remove hundreds of fuel trucks from congested roads, and support broader economic growth. BCDA is also improving digital connectivity in key areas such as Bonifacio Global City and New Clark City, partnering with local telcos to deliver cost-efficient, high-performance solutions that help scale capacity and meet rising data demands.
Flagship Project
Among BCDA’s flagship projects, the Subic-Clark Railway positions Clark as Asia’s next investment hub through freight service between the Subic Bay Freeport Zone and the Clark Freeport and Special Economic Zone. The expansion of Clark International Airport—including a second runway, taxiways, aprons, and landside access roads—will cater to major logistics firms, while the Clark National Food Hub aims to establish the Philippines as a premier agricultural resource hub.
