Project Overview

Clark’s expanding industrial and advanced manufacturing base is driving demand for reliable, 24/7 power. The Clark International Airport Corporation (CIAC)-based project addresses this by converting municipal and industrial waste into dispatchable power through non-incineration hydrothermal carbonization (HTC). The project supports Clark’s renewable energy and decarbonization targets.

The Proponent

Rivia Equity PH Corporation holds exclusive Philippine license access to an HTC technology platform with a 17-year operating track record and deployments across Japan, India, Taiwan, Indonesia, and China.

Highlights

Phase 1 targets 22 MW of baseload power from 219,000 tons of waste annually using non-incineration waste-to-energy (WTE), with commercial operations targeted within 12 months of Notice to Proceed.

The Opportunity

Riven is seeking a lead investor for a US$ 160 million Tranche 1 equity investment under an 80/20 Special Purpose Vehicle (SPV) structure. The project is Bases Conversion and Development Authority (BCDA)-approved and structured outside the Public-Private Partnership (PPP) framework.
