Project Overview
The Liquefied Natural Gas (LNG)-to-Power platform offers a co-investment opportunity along the Subic-Clark corridor that will deliver approximately 1.2 to 2.4 GW of reliable baseload capacity. The project includes an LNG import and floating storage terminal, 100 km of gas transmission pipelines, and a scalable combined-cycle gas turbine (CCGT) plant.
The Proponent
iSquared Capital, a U.S. infrastructure investment group, is developing the project, with the Bases Conversion and Development Authority (BCDA) and Subic Bay Metropolitan Authority (SBMA) as co-implementing agencies.
Highlights
Anticipated rising demand from advanced manufacturing and industrial parks requires stable baseload power. Offtake contracts for the import terminal, pipeline, and CCGT plant are achievable through straightforward private negotiations at favorable pricing. Clark Special Economic Zone (CSEZ) incentives under the CREATE MORE Act also offer income tax holidays and streamlined permitting.
The Opportunity
The proponent welcomes co-investment proposals from strategic partners with technology or supply chain advantages, alongside early demand commitments from parties interested in procuring power through a Power Purchase Agreement (PPA).
