Project Overview
The Public-Private Partnership (PPP) scope includes management of the country’s first underground metro system (Metro Manila Subway Phase 1). The project provides high-frequency rail service across Metro Manila and connections to the North-South Commuter Railway (NSCR), Metro Rail Transit (MRT), Light Rail Transit (LRT), and airport developments.
The Proponent
The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB)-, Japan International Cooperation Agency (JICA)-, and World Bank-financed infrastructure projects.
Highlights
The subway serves one of Asia’s most congested urban areas. A long-term Operations and Maintenance (O&M) concession provides predictable revenue, while early participation positions operators for long-term growth in the Philippine transportation sector.
The Opportunity
The DOTr is seeking metro operators, safety advisers, and investors through early market engagement. Financial close is pending Public-Private Partnership (PPP) structuring, due diligence, and procurement. O&M concession tender is expected to be announced in late 2026 and awarded in Q3 2027.
