Project Overview

The Clark International Airport Corporation (CIAC) is studying the potential expansion of Clark International Airport (CRK) within the 2,367 ha Clark Civil Aviation Complex (CCAC). This includes investments across runways, terminals, cargo facilities, maintenance, repair, and overhaul (MRO) facilities, utilities, commercial districts, and other aviation support developments.

The Proponent

CIAC, the government-owned corporation managing the CCAC estate, and a subsidiary of the Bases Conversion and Development Authority (BCDA), is the lead proponent and implementing agent.

Highlights

CRK serves about 2.8 million passengers annually, projected to reach 3.1 million by 2026. The expansion targets capacity of 80 million passengers per year and will reassess passenger and cargo demand, the timing and configuration of a second independent runway, terminal and cargo development, and optimal land use.

The Opportunity

CIAC is seeking a strategic advisory partner to undertake a Master Development Plan establishing a long-term roadmap for the coordinated development of airport infrastructure and complementary land uses. CIAC also welcomes early discussions with potential investors.
