Project Overview

The Clark Pharmaceutical Hub includes the development of a 67 ha pharmaceutical manufacturing, analytical testing lab (Quality Assurance / Quality Control) and distribution center within the Clark Civil Aviation Complex (CCAC).

The Proponent

Clark International Airport Corporation (CIAC), the government-owned corporation managing the 2,367 ha CCAC estate, is the lead proponent and implementing agent.

Highlights

The hub is well placed to capitalize on freeport zone incentives and the Philippines’ growing pharmaceutical market, buoyed by the expansion of the Universal Health Care Act and an accelerating generic drug spending pool expected to hit US$ 3.8 billion by 2028.

The Opportunity

CIAC is seeking a strategic private partner for transaction preparation as well as locators and investors interested in developing, financing, and operating the Hub through a Public-Private Partnership (PPP) or long-term lease.
