Project Overview
SCMB Rail Corridor envisages a ~212 km freight railway linking the ports of Subic, Manila, and Batangas and serving as the Luzon Economic Corridor’s (LEC’s) logistics backbone. The project shifts freight from truck-only logistics toward integrated port-rail options, easing congestion and improving supply chains.
The Proponent
The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB)-, Japan International Cooperation Agency (JICA)-, and World Bank-financed infrastructure projects.
Highlights
Favorable Public-Private Partnership structures and strong DOTr support present an opportunity to capitalize on the demand for rail freight in the LEC. The DOTr is willing to negotiate cost-recovery mechanisms and cost-competitive public financing options.
The Opportunity
The project is advancing through feasibility and technical studies supported by ADB, U.S. Trade and Development Agency (USTDA), and Swedfund. The feasibility and preliminary studies for the project are expected to be completed in early 2029. The DOTr is seeking early conversations with long-term investors experienced in large-scale infrastructure projects.
