Project Overview

The project develops a deep-water port facility within the Subic Bay Freeport Zone (SBFZ) with direct access to the Subic Bay International Airport. It handles breakbulk, project roll-on-roll-off (Ro-Ro), and bulk cargo, strengthening multimodal logistics and cargo flow between Subic Bay, Central Luzon, Metro Manila, and Northern Luzon.

The Proponent

Subic Bay Metropolitan Authority (SBMA) is a government-owned and controlled corporation established in 1992 under Republic Act No. 7227. It has planned, developed, regulated, and managed the 67,000 ha SBFZ for more than 34 years.

Highlights

Revenue will be generated through a long-term concession or Public-Private Partnership (PPP), providing stable, recurring revenues from vessel calls, cargo handling, storage, logistics services, and terminal leases. The project will also benefit from the PPP Code, CREATE More Act, and SBFZ fiscal and non-fiscal incentives.

The Opportunity

SBMA is advancing through pre-investment activities and is seeking strategic investors as lead equity partners, co-investors, or project development partners, with procurement and transaction structuring expected to be completed within 12 to 18 months.
