Project Overview
The project is an 840 ha greenfield airport in Cavite, 15 km by road from Ninoy Aquino International Airport (NAIA), designed to expand Greater Manila’s aviation capacity and strengthen the Luzon Economic Corridor. The master plan is being revised to align with the NAIA Public-Private Partnership (PPP), increase combined airport capacity, and reduce the initial scope from ~US$ 11 billion to ~US$ 1.2 billion, with U.S. Trade and Development Agency (USTDA) assistance.
The Proponent
The Provincial Government of Cavite and the Sangley Point International Airport (SPIA) Development Consortium, comprising Cavitex Holdings and House of Investments, lead the project. GMR Airports Limited is a potential strategic equity partner.
Highlights
The project addresses growing passenger and cargo demand and supports trade, tourism, and logistics across Luzon. Potential revenues will come from airline and passenger fees, cargo services, commercial spaces, parking, and other airport activities.
The Opportunity
The Joint Venture Agreement is under renegotiation, targeted for completion in Q4 2026 alongside the master plan revision. The proponents are open for airport locators, suppliers, and technology.
