Project Overview
Metro Manila Subway Phase 2 extends Metro Manila’s first subway (the 35 km, 17-station system funded by the Japan International Cooperation Agency (JICA) and due to be fully operational after 2031) via a north extension (East Valenzuela–Caloocan), a south extension (FTI–Governor’s Drive), and an airport spur (NAIA Terminal 3–PITX), linking the network to the North-South Commuter Railway (NSCR), Metro Rail Transit (MRT), and Light Rail Transit (LRT).
The Proponent
The Department of Transportation (DOTr) is the government counterparty for major transport projects, with previous partnerships with the World Bank, Asian Development Bank (ADB), and JICA on comparable rail infrastructure.
Highlights
Phase 2 extends the subway into high-growth corridors where transport demand exceeds existing capacity. CREATE MORE Act incentives and Public-Private Partnership (PPP) Code revenue-recovery provisions support eventual PPP structuring.
The Opportunity
The DOTr is seeking investors to engage now as financing partners, contractors, or future PPP participants, ahead of feasibility completion targeted for Q2 2029.
