Project Overview
The Philippine Automated Fare Collection System’s (PAFCS) will create a digital backbone for a unified, interoperable fare payment ecosystem, enabling seamless transfers across the country’s existing and future urban rail lines.
The Proponent
The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB-), Japan International Cooperation Agency (JICA-), and World Bank-financed projects, offering investors a sovereign-backed counterparty.
Highlights
Revenue streams include fixed availability payments, fare transaction fees, and non-fare revenues. The DOTr intends to pursue this opportunity through Public-Private Partnership (PPP), which provides predictable income as digitalization policy accelerates rail expansion.
The Opportunity
With technical assessments, PPP structuring progressing, and procurement upcoming, the DOTr welcomes expressions of interest from investors, operations and maintenance (O&M) concessionaires, technical partners, and financing parties.
