Project Overview
The project offers private-sector participation in modernizing a critical east-west rail corridor, improving asset performance and passenger service. As a key feeder within the Luzon Economic Corridor, Light Rail Transit Line 2 (LRT-2) strengthens connectivity with Metro Manila’s expanding rail network, including the Metro Manila Subway and Metro Rail Transit (MRT) systems.
The Proponent
The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB)-, Japan International Cooperation Agency (JICA)-, and World Bank-financed infrastructure projects.
Highlights
LRT-2 combines established corridor demand with a long-term concession supporting stable cash flows and lower development risk than greenfield projects. Rehabilitation enhances asset life and reliability, while expanding network integration and strengthening ridership and long-term revenue potential.
The Opportunity
The project is being prepared for Public-Private Partnership (PPP) implementation. The DOTr is seeking private-sector partners with rail rehabilitation and operations expertise to participate in the concession process.
