Project Overview
The project constructs a deep-water port within the Subic Bay Freeport Zone (SBFZ) to handle breakbulk, roll-on-roll-off (Ro-Ro), project, and dry bulk cargo. It provides additional cargo-handling capacity, reduces port congestion, and improves maritime connectivity for export-oriented manufacturing, agribusiness, and industrial investments within the Luzon Economic Corridor.
The Proponent
Subic Bay Metropolitan Authority (SBMA) is a government-owned and controlled corporation, established in 1992 under Republic Act No. 7227. It has planned, developed, regulated, and managed the 67,000 ha SBFZ for more than 34 years.
Highlights
Revenue will be generated through long-term terminal operations, including vessel berthing, cargo handling, storage, warehousing, and other port-related services under a concession or Public-Private-Partnership (PPP) structure, providing predictable and diversified cash flows. The project will also benefit from the CREATE MORE Act, PPP Code, and incentives available within the SBFZ, including fiscal and non-fiscal benefits, streamlined permitting, and a stable regulatory framework.
The Opportunity
SBMA is progressing through project preparation activities prior to financial close, including the feasibility study, environmental and regulatory approvals, detailed engineering design, and procurement strategy, while finalizing the preferred PPP or concession structure. SBMA seeks strategic investors as lead equity partners, co-investors, or technical infrastructure partners.
