Project Overview

The project transforms an aging waterfront into a multi-purpose logistics terminal supporting breakbulk, roll-on-roll-off (Ro-Ro) operations, cold-chain logistics, and agribusiness exports. It addresses growing demand for resilient, efficient, and technology-enabled port infrastructure in the Luzon Economic Corridor.

The Proponent

Subic Bay Metropolitan Authority (SBMA) is a government-owned and controlled corporation established in 1992 under Republic Act No. 7227. It has planned, developed, regulated, and managed the 67,000 ha Subic Bay Freeport Zone’s (SBFZ) for more than 34 years.

Highlights

Existing throughput of 500,000 MT is expected to increase by an additional 1,500,000 to 2,000,000 MT following the proposed redevelopment. Project cash flows will be generated through long-term terminal operations, vessel and cargo handling charges, storage and warehousing fees, logistics services, and commercial leasing. The project will also benefit from the Public-Private Partnership (PPP) Code, CREATE MORE Act, and fiscal incentives available within the SBFZ.

The Opportunity

SBMA is advancing through the project preparation stage and is seeking strategic investors, infrastructure developers, terminal operators, and financing partners, with procurement expected to commence within 12 to 18 months.
