Project Overview

The proposed project is to extend the North-South Commuter Railway (NSCR) line past Clark Airport to New Clark City. The NSCR currently plans for 147 km of electrified rail connecting Clark Airport, Metro Manila, and Calamba.

The Proponent

The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB)-, Japan International Cooperation Agency (JICA)-, and World Bank-financed infrastructure projects.

Highlights

Commuter demand across the Greater Capital Region can support stable, availability-based revenue. The first phase of the NSCR (147 km) will provide validation for regional rail demand, as well as repeatable design, permitting, and delivery processes.

The Opportunity

The project is at a pre-development stage. The DOTr is seeking partners to complete feasibility studies, engineering designs, and technical assistance for government approvals and financing. Investors and suppliers are also encouraged to initiate early discussions to participate in the project’s financing or operations.
