Project Overview
The Public-Private Partnership (PPP) scope expands capacity and modernizes operations and maintenance (O&M) for the existing Metro Rail Transit Line 3 (MRT-3) system, a critical urban distributor connecting the Metro Manila Subway, North-South Commuter Railway (NSCR), and Light Rail Transit (LRT) lines. It addresses overcrowding and aging infrastructure.
The Proponent
The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB)-, Japan International Cooperation Agency (JICA)-, and World Bank-financed infrastructure projects.
Highlights
The project benefits from an established passenger base and growing mobility demand. Private-sector operations improve service quality while leveraging existing infrastructure and reducing construction risk.
The Opportunity
The project is finalizing technical assessments, PPP structuring, and procurement prior to the concession tender. The DOTr invites interested bidders to participate as O&M concessionaires, technical partners, or financing providers.
