Project Overview

The project extends the Central Luzon Link Expressway (CLLEX) 35.5 km east from Cabanatuan City to San Jose City, strengthening east-west connectivity between the Luzon Economic Corridor (LEC) and Central Luzon’s agricultural and economic zones, while supporting food security and access to the Pacific coast.

The Proponent

The Department of Public Works and Highways (DPWH) is the sole proponent and built Phase 1 with public funds. DPWH plans to tender a concession for the operation of Phase 1 and completion of Phase 2.

Highlights

The project is anticipated to reduce travel time between San Jose City and the Subic-Clark-Tarlac Expressway (SCTEX) from 2 hours to 45 minutes, improving logistics for LEC operators. A potential link to Fort Magsaysay further improves connectivity between Subic, Metro Manila, and the region.

The Opportunity

Phase 1 is operational and Phase 2 is under construction. The proponent welcomes private-sector-led proposals for a concession to operate Phase 1 and complete Phase 2.
