Project Overview

New Clark City (NCC) Information and Communications Technology (ICT) offers a development, financing, and commercialization opportunity for an open-access fiber network. This wholesale digital backbone connects every lettable unit in the nearly 3,000 ha developable area of NCC, from residences and data centers to government and institutional facilities.

The Proponent

Bases Conversion and Development Authority (BCDA) manages NCC and is the counterparty for any concession agreements relevant to ICT infrastructure.

Highlights

Demand is anchored by NCC, BCDA’s 9,450 ha flagship development, and its 1,610 ha Pax Silica Economic Security Zone earmarked as an artificial intelligence (AI) technology hub. Committed tenants across government, tourism, industrial, and residential segments drive connectivity demand. Greenfield planning avoids legacy retrofit costs, while CREATE MORE incentives under Republic Act No. 12066 support income tax holidays at the anchor site.

BCDA seeks unsolicited proposals and welcomes private-sector-led initiatives to enter into a Public-Private Partnership (PPP) under the PPP Code.
