Project Overview

The North-South Commuter Railway (NSCR) is a 147 km electrified rail project connecting Clark Airport, Metro Manila, and Calamba. NSCR is expected to be the Luzon Economic Corridor’s operational rail backbone, serving hundreds of thousands of passengers daily.

The Proponent

The Department of Transportation (DOTr) is the government’s lead transport agency, with a track record of Asian Development Bank (ADB)-, Japan International Cooperation Agency (JICA)-, and World Bank-financed infrastructure projects.

Highlights

Strong commuter demand across the Greater Capital Region supports stable, availability-based revenue. With NSCR entering operations over the next few years, this is a first-mover opportunity on a large-scale Public-Private Partnership (PPP) for the country’s largest commuter railway.

The Opportunity

O&M procurement is underway, with the DOTr inviting bidders to participate as an Independent Consultant or Independent Safety Advisor. Partial operations are expected in December 2027, with full completion targeted for 2032.
