Project Overview

The terminal is a 6 ha hub within the Clark Civil Aviation Complex (CCAC), connecting Clark International Airport, the North-South Commuter Railway (NSCR), public transport, and future mobility services. It also houses the future CCAC Integrated Command Center.

The Proponent

Clark International Airport Corporation (CIAC), the government-owned corporation managing the 2,367 ha CCAC estate, is the lead proponent and implementing agent.

Highlights

The project offers a robust revenue profile from leasing, retail, food and beverage, advertising, and transport concessions. Freeport cost advantages and CREATE MORE Act incentives support the investment case, backed by growth toward 80 million passengers per annum. CIAC is open to negotiating favorable investment structures, including Public-Private Partnership (PPP) or 99-year lease.

The Opportunity

CIAC seeks unsolicited, private sector-led PPP proposals, subject to competitive challenge, and partners for structuring, financing, development, and operations.
