Project Overview

The Communications-Navigation-Surveillance (CNS) / Air Traffic Management (ATM) modernization initiative includes space-based Automatic Dependent Surveillance-Broadcast (ADS-B) across the Manila Flight Information Region, U.S.-proven ATM automation and traffic-flow platforms, cybersecure communications, performance-based navigation procedures at Ninoy Aquino International Airport (NAIA) and Clark and Bulacan airports, and a multi-year controller training.

The Proponent

An indicative consortium could partner with the Civil Aviation Authority of the Philippines (CAAP) and the Department of Transportation (DOTr), alongside institutional reform corporatizing air navigation services under independent CAAP oversight.

Highlights

The project is a dual-use national asset serving civil and security needs. The project’s revenue profile is tied to low-risk navigation and overflight charges.

The Opportunity

The proponents are seeking indicative investor interest, as well as a strategic advisory partner to size investment via feasibility study and track legislation to unbundle CAAP’s regulator and operator roles.
